In a move criticized by some doctors’ groups, the Centers for Medicare and Medicaid Services published a proposed update that increased quality measures but did not repeal the sustained growth rate formula. The new proposed rules call for value-based payment modifiers, a change in the billing for chronic care management, changes in coding, as well as modifications in the Open Payment program. The agency will accept comment on the proposed update through September 2.
